National conference structure defective -Institute

The Public Administration and Management Institute on Wednesday in Abuja faulted the composition of the ongoing National Conference saying most of the people and key actors were the people who plunged Nigeria into the current mess.
The Director-General of PAMDI, Dr. Elijah Ogbuokiri, stated this during the opening ceremony of its two-day conference with the theme: ‘Sound public finance Administration: A panacea for good governance-The Nigerian Experience.’
He was responding to questions from journalists whether the institute would send recommendations to the Justice Idris Kutigi-led National Conference.
Ogbuokiri said, “My problem is that those who caused problem for this country are in the National Conference. It is therefore ironical that people you are planning for are those cutting the shots in the conference. All the people who ate our money right from 1960s are the same people in the National Conference.

“That is the problem we have and it is like recycling of Ministers. Somebody is a Minister and at a time, he doesn’t even know what being a Minister means. These people have children that could even replace them and do something better. So my problem with the National Conference is that the structure itself is defective.
“But why are we not succeeding? It is because of that cancer called corruption. Everybody appear to know where the problem is. But nobody wants to find solution. The solution is accountability and honesty. The essence of government is to serve people but here in Nigeria, they want us to serve them and this is where I feel there is something wrong. Corruption concerns all of us, it is embedded in the system.”
The PAMDI DG also faulted the management of the nation’s financial resources saying it was not done very well.
He said, “That is why our developmental efforts appeared not to be yielding the desired results. PAMDI was established to regulate practice of public administration in Nigeria. We also suggest advocacy and good governance at the level of governance. How far have we as a country managed our development? We are developing as a country, but the question is: how far have we managed it successfully when we compare the resources in this country?
“When we talk about public fiancĂ© administration, we are talking of the management of public funds and we cannot talk about it without reference to the impact of budget on planning. When you look at the budget between 1950s/60 during Nigeria’s independence, you will realize that there are lot of beautiful budgets planned in the past.”
